Early Childhood Regional Needs Assessment

Using a Collective Impact Model, between September 2022 and June 2023, we led our Action and Family Councils through data discussions to identify gaps and barriers for children and families. We coordinated focus groups, interviews, and surveys to gather input from community members across the Region. We are eager to share with you our key findings, regional strengths, family- and community-identified needs, and recommendations for how to make our Region’s Early Childhood Education and Care (ECEC) programs more accessible and equitable to children, families, and ECEC providers.

Recognizing we could not talk with every community member in the Region prior to completing our report, this summer and fall our Team worked with our Action and Family Councils to share the report’s findings throughout the Region, keeping with our mission to capture as much input as possible. Additional community feedback has been captured in the Addendum file below, released in November 2023.

Meet Your Regional Team!

Livia Bane

Livia Bane is the Regional Council Manager for Region 4. She has worked in the early childhood field for over 20 years. Her professional journey has allowed her to work directly with children, parents, and organizations that support and advocate for the early childhood field. 

Livia holds a bachelor’s degree in Child Development, a master’s degree in Public Administration, and a certificate in Nonprofit Leadership. Livia is the mother of three (one set of twins) and in her free time loves to be active in sports and volunteer for causes that are near and dear to her heart.

Kelly McNeal

Kelly McNeal (she/her) is the Family & Community Engagement Specialist for Region 4. She has been in the human services field for over 10 years, five years of which were focused on early childhood. Kelly is an advocate for family and community engagement, working with a wide range of families, community partners, and stakeholders in her county.  

Kelly has a bachelor’s degree in Human Service from Judson University. She holds certifications as a Qualified Intellectual Disability Specialist, Partner Abuse Intervention Professional, and has an Advanced Certificate in Criminal Justice. Born and raised in Rockford, Illinois, Kelly believes in creating positive and equitable pathways for the individuals and families she serves. In her free time, she enjoys cooking for her family and relaxing on the patio at home.  

 

Lisa Coen

Lisa Coen (she/her) is the Region 4 Administrative Support. Her work history includes many years in administrative support, customer service, and database management. Having worked in nonprofit, school, and corporate settings, Lisa most enjoys meeting new people and building relationships.

Lisa holds a Bachelor of Science in Management Studies degree from Rockford University. She lives in Belvidere with her husband and daughter. In her free time, she enjoys traveling, volunteering, and spending time with family and friends.

Evaluaciones de Necesidades Regionales de la Primera Infancia

Usando un Modelo de Impacto Colectivo, entre septiembre de 2022 y junio de 2023, lideramos nuestros Comités de Acción y Familiares a través de análisis de datos para identificar brechas y barreras para los niños y las familias. Coordinamos grupos de enfoque, entrevistas y encuestas para recopilar información de los miembros de la comunidad de toda la Región. Estamos ansiosos por compartir con usted nuestros hallazgos clave, fortalezas regionales, necesidades identificadas por las familias y la comunidad, así como recomendaciones sobre cómo hacer que los programas de Educación y Cuidado de la Primera Infancia (ECEC) de nuestra región sean más accesibles y equitativos para los niños, las familias y los proveedores de ECEC.

Reconociendo que no pudímos hablar con todos los miembros de la comunidad en la Región antes de completar nuestro informe, este verano y otoño nuestro Equipo trabajó con nuestro Comité de Acción y Comité Familiar para compartir los hallazgos del informe en toda la Región, cumpliendo con nuestra misión de obtener multiples opiniones como sea posible. Livia Bane

Livia Bane es la Gerente Regional del Comité para la Región 4. Ha trabajado en el campo de la primera infancia durante más de 20 años. Su trayectoria profesional le ha permitido trabajar directamente con niños, padres y organizaciones que apoyan y defienden el campo de la primera infancia. 

Livia tiene una licenciatura en desarrollo infantil, una maestría en administración pública y un certificado en liderazgo sin fines de lucro.  Livia es madre de tres (un par de mellizos) y en su tiempo libre le encanta participar en deportes y ser voluntaria en causas que le son cercanas y estimadas.

 

Kelly McNeal

Kelly McNeal (ella) es la Especialista en Participación Familiar y Comunitaria de la Región 4. Ha estado en el campo de los servicios humanos durante más de 10 años, cinco de los cuales se centraron en la primera infancia. Kelly es una defensora de la participación familiar y comunitaria, y trabaja con una amplia gama de familias, socios comunitarios y partes interesadas en su condado.

Kelly tiene una licenciatura en Servicios Humanos de la Universidad de Judson. Tiene certificaciones como Especialista Calificada en Discapacidad Intelectual, Profesional de Intervención en Abuso de Pareja y tiene un Certificado Avanzado en Justicia Criminal. Nacida y criada en Rockford, Illinois, Kelly cree en la creación de caminos positivos y equitativos para las personas y familias a las que sirve. En su tiempo libre, le gusta cocinar para su familia y relajarse en el patio de su casa. 

 

Lisa Coen

Lisa Coen (ella/la) es el Asistente Administrativo de la Región 4. Su trayectoria laboral incluye muchos años como apoyo administrativo, servicios al cliente y gestión de bases de datos. Tras haber trabajado en entornos sin fines de lucro, escolares y corporativos, lo que más le gusta a Lisa es conocer gente nueva y establecer relaciones.

Lisa tiene una Licenciatura en Ciencias de Estudios Administrativos de la Universidad de Rockford. Vive en Belvidere con su marido e hija. En su tiempo libre le gusta viajar, realizar voluntariados y compartir momentos con su familia y amigos.
